Hi Jst, there are several variants of this scam - one blocks entire desktop, the other one only appears in Internet browsers (Internet Explorer, Google Chrome and Mozilla Firefox). If you are dealing with a ransomware which blocks your entire desktop and you can't get rid of it using system restore you could try cleaning your computer using a rescue disk. If this infection is only active in your Internet browsers you should follow this removal guide.

PS. Not doing anything won't hurt your computer more than it already did. If you can access Internet you should scan your computer with anti-spyware software to make sure that your computer is clean.

Hi Jst, you are referring to a message which supposedly comes from "Nacionalni Preiskovalni Urad" and states that you have to pay a fine of 100 Euro using Paysafecard (for supposedly made law violations) in order to unlock you computer. This message is a ransomware virus and it is created by Cyber criminals. You shouldn't pay this fine, it's a scam. If you ignore this message you computer will remain infected with this ransomware however you can be 100% sure that no real authorities will come to you or arrest you :)

The right way of treating this message is it's removal from one's computer. Our removal guide explains how to eliminate this scam using system restore. Use this removal guide.

You can also watch this video, it shows how to do a system restore when in safe mode with command prompt:
