Browser Safeguard has been uninstalled from machine and browsers (IE and Google Chrome). However, anytime I try to use my browser it says browsersafeguard can not open.

0Hi Dan, Browser Safeguard ads are known to be generated by various coupon ads showing adware (https://www.pcrisk.com/removal-guides/7423-savings-and-coupon-ads). When in Control Panel look for any coupons or savings related applications and uninstall them. After uninstalling all of the potentially unwanted applications scan your computer with Malwarebytes Antimalware and Spyhunter, both of these programs are capable of removing Browser Safeguard adware (together with it's registry entries which might be causing error messages in your case).
