Remove DNS unlocker

I can't remove DNS unlocker from my laptop.
When I go to control panel then programs and features, DNS unlocker comes up but every time I try to uninstall it, it says an error occurred and it may have already been uninstalled.
I have tried Reimage and ccleaner but they didn't work. I have reset my chrome settings and that didn't work.
I can't really use the internet on my laptop anymore because I keep getting so many pop up windows coming up all the time, hence why I'm trying this on my phone.

Hi Jessica, you should scan your computer with Plumbytes Antimalware (https://www.pcrisk.com/files/pb-remover.exe) and AdwCleaner (https://toolslib.net/downloads/viewdownload/1-adwcleaner/) these programs are great at detecting and removing adware and potentially unwanted applications (including DNS Unlocker).
