I can access the internet from any other browser, but something has caused my computer to not work with internet explorer, or anything downloaded from internet explorer. what do i do?

0Hi Bob, recently I have seen a rise in adware that adds custom proxy settings to user's Internet browsers (including Internet Explorer). These custom settings most commonly end up in Internet access problems. Could you specify on what message do you get when trying to access the Internet using Internet Explorer?

In some cases if you remove the custom proxy settings (added by adware which previously infected your computer) they could re-enabled. To check if your computer is not infected with adware/malware scan your computer with Malwarebytes Antimalware, SpyHunter and AdwCleaner (https://toolslib.net/downloads/viewdownload/1-adwcleaner/).References:
