Can't uninstall System Defender scam?

I opened my Windows 8 HP Pavilion Laptop today and an icon was on my desktop called "System Defender" I quickly deleted it however I got popups when I tried to open my Chrome browser saying my access to the program was suspended until I took action on the 106 viruses. I tried other programs but they were the same. I looked it up and found it was a scam (shocker) .I was told to reboot my laptop in Safe Mode. I tried but then it said "Your access to Windows Operating System 64x Bit has been suspended until you take action on the 106 viruses on your system." I honestly don't know what to do and any suggestions are appreciated

0Hi Ella, you can try activating a guest user account on your operating system. The guest user account won't be affected by this fake antivirus and you will be able to download and execute legitimate anti-malware programs to eliminate this scam from your PC.
